CAPITAL IMPROVEMENTS PROGRAM (CIP)
IAP Government Services Group is your owner representation through the “Capital Improvements Program” (CIP) under a cooperative purchasing agreement with the National Cooperative Purchasing Alliance (NCPA). IAP offers full service, hands-on project management. We provide a turn-key solution for your projects from inception to completion. We track your project’s life cycle to eliminate the challenges involved in managing costly construction projects. Even though we manage your project, we ensure you maintain full control of decisions.
NO UPFRONT COSTS
At IAP, we will bear more of the burden to ensure you receive the best service possible. You will not be required to make a long-term commitment with us or pay any upfront costs.
FIXED FEE
IAP utilizes a no surprise model to handle your projects. You will know our fee upfront, allowing for proper budgeting.
STAY ENGAGED
Your project will be done your way. IAP ensures you still maintain a say in your project’s progress. For example, after we collect the bids on your behalf, you will have control over contractor selections.

FULL TRANSPARENCY
IAP will carefully supervise and manage your project to keep you up to date on progress. We will equip you with full and detailed updates along the way using our Procore software, which you will have access to.
DEDICATED TEAM
The team at IAP will oversee and provide full support while we work on completing your project. Our owner project representatives (OPR) will conduct site visits, communicate with stakeholders, and maintain detailed records for you.
STATE COMPLIANCE
IAP ensures that all projects are conducted according to state regulations and bidding requirements. We will solicit on your behalf utilizing state procurement websites, newspaper publications, and other platforms to increase our pool of quality contractors who can complete your project.
IAP & NCPA
IAP’s CIP program is contracted through NCPA. NCPA is a cooperative purchasing program serving education, local government, and nonprofit organizations nationwide. All contracts are competitively bid so there is no need to duplicate the bid process. All public entities can join NCPA for free and there is no obligation to purchase.
